BAXTER SPRINGS, Kan. – A southeast Kansas postal worker and registered Republican facing felony drug possession charges was indicted by a federal grand jury in Wichita Tuesday, after investigators discovered more than 4,400 pieces of undelivered mail in her garage – including nearly 400 undelivered political mailers promoting Republican candidates and organizations.
According to the U.S. Attorney’s Office for the District of Kansas, Kelly R. Cram, 59, of Baxter Springs, faces one federal count of unlawful secretion, destruction and delay of mail. Federal prosecutors allege Cram withheld 4,404 pieces of mail intended for delivery to postal customers in and around Pittsburg, Kansas.
Among the mail recovered from Cram’s garage were nearly 400 political mailings associated exclusively with Republican candidates or Republican-affiliated political action committees. Federal investigators reported finding no political mail promoting Democratic candidates, candidates of other political parties or political action committees affiliated with other parties.

Cram had worked for the U.S. Postal Service since 2009 and was assigned to a rural delivery route based in Pittsburg. She was placed on administrative leave in early October after federal investigators searched her garage, according to the indictment.
The charges were announced on Election Day, raising questions about the potential impact of the withheld campaign literature on voters who never received the political information intended for them. The Cherokee County Clerk’s confirmed to the Kansas Informer Tuesday Cram registered as a Republican November 6 – election day – of 2012. Federal authorities have not publicly established whether the Republican campaign materials were deliberately targeted because of their political affiliation or whether the undelivered mail affected any election outcome.

The U.S. Postal Service Office of Inspector General is conducting the investigation.
Court records show Cram was granted a diversion in May of this year after a Nov. 23, 2025, arrest on suspicion of driving under the influence. She was arrested August 18 of this year for possession of methamphetamine and fentanyl. A preliminary hearing on those charges was continued October 10.
The federal indictment represents formal criminal allegations. Cram is presumed innocent unless proven guilty.
